peninsula. let's go back to the desk. the city of oakland one step closer to adopting a new crime fighting plan. that is following a late night vote last night and a really heated meeting inside city hall. tara moriarty joining us live now to tell us why this crime plan is stirring up so much emotion. tara. >> reporter: stop and frisk is at the heart of the controversy here. it's supported by a consultant. someone who could be hired by oakland police to crack down on crime. [ inaudible ] >> reporter: angry protestors repeatedly heckled chief howard jordon and other supporters of the controversial crime fighting plan. it includes hiring former l.a. police chief bill bratton as a consultant for $250,000. he has been credited with turning around the departments in new york and los angeles. but some community members here says his tactics like stop and

frisk encourage racial profiling. >> it is being really questioned in new york. mayor lee has to withdraw it in san francisco. you shouldn't even have it in your vocabulary. [ applause ] >> i'm the person that will be held accountable. i want to make that very clear. bill bratton will be giving me advice and it will be up to me to implement it. >> reporter: now the plan also includes more funding for the police academy to train new officers that will begin in the fall and hiring 20 police service technicians for $1.5 million. the measure that would have the most immediate impacting is the hiring of 11 alameda sheriffs deputies to work ten hour shifts twice a week on violence suppression efforts. now the plan goes before the

council next tuesday. so again that meeting should be pretty heated as well. and coming up we'll share more moments from last nights heated debate with you. live from oakland i'm tara moriarty. >> police chief jordan is backing off from surprising comments he made about gangs. he raised eyebrows that said two gangs in east oakland are responsible for 90% of oakland's violent crimes since last summer. chief jordan now says he was confused. he got his figures wrong. oakland mayor gene quan made a similar statistical error last year. new fears in the south bay after a man tried to snatch a two-year-old girl right from her mother's arms. ktvu janine de la vega is in san jose this morning with details with a kidnap attempt and search for the suspect. janine. >> reporter: pam, police con vassed this area looking for the man but came up empty

handed. this hammed on dayo court. a mother told police around 5:40 her two-year-old daughter was playing in front of her house with her siblings. he made a comment about her two- year-old that made her uncomfortable so she picked up her daughter. that is when the man grabbed the toddlers legs and tried to pull the daughter away from her mother. there was a struggle between the two but the woman hanged on to her daughter and went in the house to call 911. that stranger left and was last seen walking on paven drive. he is described as latino between 20 to 30 years old. the mother also said that he smelled like automotive oil. police are taking this very seriously. this was an attempted kidnapping. they are asking anybody who may have been a witness or has any information about this you can call police or give an

anonymous tip. reporting live from san jose janine de la vega ktvu channel 2 news. we're also following developing news out of london. a helicopter crashed on a crowded street right during rush hour killing two people. now this is what it looked like right after that helicopter crash. it's believed that it hit a crane before crashing. the pilot and a person on the ground were killed. nine others were injured. witnesses say people were running for their lives believing it was a terror attack. reportedly the crane was hidden in the fog at the time of the crash. this morning at the white house president obama will unvail his plan to reduce gun violence. the president wants congress to ban assault weapons, limit high capacity ammunition clips, and also require background checks on anyone who buys a gun. coming up at 5:15 the executive actions the president says he can take without getting the approval of congress. a small group of redwood

city boat owners ignored a midnight deadline. they are still docked at pete's harbor marina. 144 tenants received eviction notices while most of them have left few are still out there. seven have been gwynn more time to move while a few others say they have no choice. they will defie the eviction orders. >> not the best time for a boat move. >> they must have been really cold and in the morning now i crawl back in bed. it has been record cold for the last four days. >> the inner harbor will be a private marina with residential developmental units that will bring a lot of activity here. >> the developers who now own pete's harbor plan to build a 411 unit apartment complex with private boat slips. the water is back on for people in berkeley after crews repaired a broken water line overnight. the east bay utility district says a eight inch line ruptured just about 5:00.

filed a suit. the psychiatrist should have advised police to arrest suspect james holmes weeks before the shooting rampage. there is a new poll that shows most americans want tougher gun laws after last months deadly school shooting in connecticut. 84% of those surveyed by the associated press say they favor background checks from people who buy guns at gun shows. 55% support a ban on assault weapons. and 51% support a ban on the sale of high capacity ammunition magazines. president obama will lay out his plans for sweeping changes for gun control. as ktvu kyla campbell reports from our washington, d.c. newsroom the president is facing opposition from gun rights groups. many republicans and even some fellow democrats. kyla. >> while the president can make some changes on his own using executive orders, he will need

congress to follow through with gun legislation to change existing laws. at this mornings reveal, president obama will be surrounded by kids who wrote to him after the deadly shooting in newtown, connecticut last month. the white house identified 19 executive actions the president can take. including a major overhaul. he also needs help from congress. he will press lawmakers to mandate background checks for all gun buyers and ban assault style weapons and high capacity ammunition clips. >> if these things were easy they would have been achieved already. if the reyule were easily accomplished it would not need renewing. it would have happened already. >> democratic leaders agree changing gun laws will be a tough battle to win. more on what they are saying

in inside a liquor store crash. a gang member was racing a away from police when he caused the deadly crash. that suspect faces murder charges charges. we are having one of the worst flu seasons yet and the bay area is suffering. the medical center in san francisco has four-times more patients this flu season than they have seen in the past two years. the cpmc says most of the cases are adults where other parts are seeing more kids. it does have a good supply of the flu vaccine. the state officials in charge of california's high speed rail project will receive bids from five companies this week. but they won't be comparing numbers. that is because they are not even allowed to open the envelopes. the idea is to keep the officials from only considering costs while evaluating the proposal. the bids under consideration are for the first 29 miles of track in central valley.

muni has approved awarding a $20 million contract to upgrading its communication system. it should be completed in about a year and a half. muni riders will notice new platform displays, public address systems and new subway fiber broad band network system. time now 5:16. if you have to drive on 880, sal will take care of you. >> that is right we're looking at that and the east bay commute. 880 and 580 in oakland. the traffic is looking pretty good on 880 as you drive through. there are no major problems. the traffic continues to look very good if you can drive over to 580 this morning. it's also a very nice commute driving through the lake shore curve. 101 san francisco this traffic is looking very nice coming top top -- coming up to the 80

incredible video of a man verses a giant fish. it's gone viral. it's believed the wild encounter took place at the famed robbie's pier in the florida keys. that is what this man was doing when the fish jumped out of the water and grabbed his arm. some people are angry at the man saying he probably caused permanent damage to the fishes gills and it likely did not survive. new details about the death of a homeless man who's body was found at a garbage dump in petaluma. they are now calling the death an accident. petaluma police say they made contact with 30-year-old luis gomez diaz near railroad tracks thursday night. was alone and appeared to be in good condition. the next day workers found gomez's body inside a dumpster.

now police say he may have climbed in there to get warm. it's believed he was crushed when the dumpster got picked up. the san jose sharks are remembering the man who brought the team to the south bay. they are paying distribute to george gund iii. he died yesterday at the age of 75. he sold the sharks in 2002 but continued to attend the games. sharks will honor him this season with a helmet decal and a jersey patch baring his initials. nba giving sacramento one final shot to keep the team from moving. the league has given sacramento mayor and former basketball star kevin johnson six weeks to present a counter offer. in are reports that chris hanson is close to buying the kings for about $.5 billion.

canceled this morning. lorraine blanco is at the airport with the very latest problems. lorraine. >> reporter: just five days and four flights after its inaugural flight here at san jose international and the dream liner is grounded but not because of any problems here. last night airways flight made an emergency landing in western japan reporting battery problems and a burning smell in the cockpit. 129 passengers used emergency slides to exit the 787. no one was injured but the problems were enough to prompt the volunteer grounding of all dream liner flights while the transported a ministry conducts checks. a flight from japan was supposed to arrive here at san jose international at 10:10 this morning. a spokesperson says safety is always the number one concern here but they do hope to resume

flights when deemed safe. friday's inaugural flight was a direct flight to asia since they canceled service to tech owe seven years ago. no word yet on when the flights will take off again here but they are temporarily grounded while they make the safety checks. reporting live from san jose lorraine blanco. time now 5:32. police in milpitas hoping a new sketch will help solve an attempted kidnapping at the great mall ten days ago. they are searching for a man who tried to kidnap a three- year-old boy. he is described as asian between 50 and 60 years old. the man took the boys hand and tried to walk out of the mall with him on january 6th. the boy's mother screamed and the man ran away. in san jose police now are investigating a kidnapping attempt of a two-year-old girl outside of her home. janine de la vega is in san jose now to tell us what the

girl's mother says happened. good morning. >> reporter: good morning. this happened on dayo court in east san jose. now i just spoke to one of the neighbors. he didn't really know too much about it was completely surprised and disturbed this happened. police received a 911 call from a woman at around 5:40 yesterday afternoon saying a strange man approached her and her two-year-old daughter. she said her toddler and siblings were playing in the front and the manmade a comment about her two-year-old that made her uncomfortable. she picked up her daughter and told officers that is when the man grabbed the toddlers legs and tried to pull her away. they struggled but the mother was able to hold on to her daughter. the man was last seen walking away on paven drive. >> scary. we all have little kids here.  i have an eight-month-old. and all the kids play in this cul-de-sac.

it's strange. >> reporter: now the suspect is described as being latino between 20 to 30 years old. he had a red baseball cap on. he was wearing blue jeans and a light colored shirt with yellow stripes. the woman also said he smelled like automotive oil. police came out to this neighborhood. canvassed the area. tried to talk to witnesses but they are looking for more tips because they were unable to locate this man. if you have any information you're asked to call san jose police. reporting live janine de la vega ktvu channel 2 news. a five hour police stand off came to a peaceful end in san francisco stretch monday district. neighbors called police after they heard gunshots inside an apartment yesterday afternoon. when officers arrived, they saw bullet hole in the front door and heard a man screaming. that prompted them to call out a swat team and hostage negotiator. the man inside surrendered. he's under going a mental

evaluation. one teenager still missing from a detention facility. 17-year-old walked away from the orin allen youth rehabilitation center. teenager is dried as latino about six feet tall 165 pounds. he was last seen wearing an orange jump suit and black sweatshirt. authorities city not to -- authorities say not to approach the teenager but call police. not everyone is happy with the marin county gun buy back program even though 827 weapons were collected. it was so successful organizers ran out of cash an hour after it began. the line outside novato police headquarters stretched around the building. people received $2 hurricane for turning -- $200 for turning in a semi automatic weapon. and $100 for other weapons. >> i'm a little surprised but

for you right now at 5:43. late last night oakland's public safety committee approved a controversial crime fighting plan during a chi yachtic meeting. this plan would inclue hiring former los angeles police chief william bratton as a consultant. they believe he would bring a racist crime fighting program to the streets of oakland. the full city council will vote on all of this next week. in just hours from now president obama will outline his proposals for reducing gun violence. among other things the president is expected to call on congress to ban assault weapons and high capacity ammunition clips. many boeing 787 flights around the world are grounded including those going out of mineta airport. japan's two biggest airlines grounded their entire dream liner fleet after a burning smell in the cockpit forced an emergency landing in japan. the 787 started flying to the south bay on friday.

new this morning the number of people sent to emergency rooms because of energy drinks has doubled. that is according to a new study over four years by the substance abuse and mental health services administration. most of the 20,000 people who sought medical attention between 2007 and 2011 were young adults. it can cause a range of problems. officer was shot and killed while responding to a burglary report. 35-year-old kevin tonn was a canine officer and had been with the police department for 3.5 years. he was shot during a struggle with a suspect yesterday morning at about 11:30. the suspect fired shots at a second officer as well before fatally shooting himself. suspects name has not been released. the second officer was not hurt. time now 5:45. police are searching for two

men who robbed a home depot and caused a worker to faint. witnesses say the two masked men entered the davis street store just after 7:00 last night. they robbed a cashier at gunpoint and ran off with the money. there were a number of people inside the store at the time. one employee fainted and taken to the hospital for treatment. new developments in the lance armstrong case. if they are reporting a federal investigation into armstrong's finances is now examing his relationship with san francisco financier. in the meantime someone who is familiar with lance armstrong's interview with oprah says he was not contrite when he talked about his use of performance enhancing drugs. the source is telling the new york daily news that lance armstrong described himself as another cyclist that chose to use ban substances to compete in the grueling sport.

facebook new graph search feature is getting mixed reviews. many facebook fans say they like the idea of a way to search their friends data bases. it will help them connect with people on things they didn't know they had in common. they are also say it would help them find restaurants, music and hobbies that their friends like. tech analysts say that could help with advertising in the long run but they also see negatives as well. >> how they presented it was horrid. at the end of the day it was presented as another search feature. kind of a linked in light. facebook also getting blame that the announcement came out now. for some users the graph search feature won't be available for years. happening now school bus drivers in new york city are on strike leaving thousands of kids without a ride to school. now i want to show you new video of the drivers picketing this morning. they walked off the job just about three hours ago. the union is upset that the
